ANNOUNCEMENT FOR VACANCIES

(For employees in the Public Service)

Introduction

The Institute of Judicial Administration Lushoto (IJA) is a Public Institution established by an Act of Parliament No. 3 of 1998 (now Cap. 405 R.E. 2002). The major role of the Institute is to offer and conduct long term training (Certificate and Diploma in Law) and short term programmes in legal studies. The Institute conducts judicial training to judiciary employees and offers continuing education to judiciary employees and other justice sector stakeholders. It also conducts legal research in priority areas, consultancy services in legal matters, and it offers legal aid to the needy.

‘To become a competent, professional and leading Institution in the design and delivery of judicial training, continuing education, legal studies through offering dynamic and relevant programmes informed by research’.

Job Title:

1. Deputy Principal/Rector Academics, Research and Consultancy 1 Post.

2. Deputy Principal/Rector Planning, Finance and Administration –

1 Post.

Duty Station: Lushoto

Reports to: Principal/Rector.

1. DEPUTY PRINCIPAL/RECTOR ACADEMICS, RESEARCH AND CONSULTANCY – 1 POST

Qualifications and Experience:

(a) Senior Lecturer preferably in the field of law and eligible for registration as a technical teacher; and

(b) A person with outstanding academic and administrative experience and capability in the area of technical education and training.

Duties and Responsibilities:

(i) Responsible to the Principal/Rector in respect of such matters of academic, research and consultancy;

(ii)Facilitate learning (through teaching) of academic programmes;

(iii)Responsible for smooth running and development of academics;

(iv)Advise on all matters pertaining to academic management, quality assurance and control;

(v)Evaluate current academic programmes and recommending future programmes;

(vi)Recommend appropriate budgets for the academic departments and units;

(vii)Ensure implementation of policies and strategies that support the realization of the Institute’s overall vision and mission;

(viii)Oversee research and consultancy activities;

(ix)Coordinate the development and establishment of academic programmes and management of academic resources;

(x)Develop linkages with other national, regional and international academic institutions, Judicial Training Institutes (JTIs), industry, government agencies, funding organizations and other relevant bodies that benefit the Institute in one way or the other;

(xi)Overseeing admission and examination regulations; and

(xii)Perform any other related duties as may be assigned by a competent authority.

Tenure of Office:

The Deputy Principal/Rector Academics, Research and Consultancy shall hold office for a term of four (4) years and may be re-appointed consecutively for one more term of four (4) years.

Remuneration:

This position holds a salary scale of PHTS 6 with other fringe benefits in accordance with terms and conditions of public service.

2.DEPUTY PRINCIPAL/RECTOR PLANNING, FINANCE AND ADMINISTRATION – 1 POST

Qualifications and Experience:

(a) Senior Lecturer preferably in the field of law and eligible for registration as a technical teacher; and

(b) A person with outstanding academic and administrative experience and capability in the area of technical education and training.

Duties and Responsibilities:

i. Responsible to the Principal/Rector in respect of matters related to Planning, Finance and Administration;

ii. Supervise and maintain acceptable standards of staff discipline;

iii. Facilitate learning by delivering training programmes at the Institute;

iv. Responsible for the general administration and personnel management;

v. Recorder to the Governing Council meetings;

vi. Advise the Principal/Rector on all administrative, legal, personnel, planning and financial matters;

vii. Ensure implementation of policies and strategies that support the realization of the Institute’s overall vision and mission;

viii.Develop and implement Institute’s regulations, policies as well as adhere to the national laws and regulations to ensure effective performance and delivery of services;

ix. Coordinate the design, implementation, revision and period review/assessment of the Strategic Plan;

x. Develop linkages with other national, regional and international academic institutions, Judicial Training Institutes (JTIs), industry, government agencies, funding organizations and other relevant bodies that benefit the Institute in one way or the other;

xi. Responsible for formulating financial, accounting, staff and

administrative policies and operational procedures, prepare budget, and submit audited accounts; and

xi. Perform any other related duties as may be assigned by a competent authority.
