Director’s Welcome Message

I am delighted to welcome all Judicial, non-Judicial officers and other interested stakeholders to the Webpage of the Directorate of Judicial and Continuing Education.
The Institute of Judicial Administration (IJA) is committed to invest in the Judiciary’s Human Resources/workforce and that of its stakeholders through training and development programs to harness their full potential and direct their energies on the needs of the Judiciary while fulfilling their career developments and job satisfaction. The Judiciary recognizes that such development is a continuing process for every Judicial and non-Judicial staff at all levels.
With its dedicated and professional staff, the Directorate delivers a wide range of programs that respond to the evolving needs of the Tanzanian judiciary and address emerging issues of public importance. As a leader in the development of continuing judicial and legal education in Tanzania, our programs deal with criminal, family, civil law, media law, management and leadership, issues facing the international community, developments in judicial administration, trial management, settlement conferences as well as a host of other topics for judges, magistrates and non-judicial officers at all stages of their career. All programs at the Directorate seek to integrate substantive law, skills development and awareness of social context, while using current technologies and continuously developing innovative methods for the delivery of judicial education and resources.

Directorate of Judicial and Continuing Legal Education
The Directorate of Judicial and Continuing Legal Education has been established as the backbone of the Judiciary of Tanzania in the realization of continuing training of its human resources. The Directorate is dedicated to the development and delivery of educational programs for all judicial and non-judicial officers in the Judiciary of Tanzania and other stakeholders. We work closely with the Judiciary of Tanzania and other local and international governmental organizations/institutions to ensure that high-quality education is available to every judicial officer and non-judicial officers. The Directorate aspires to successfully impart the necessary competencies and skills required of a judicial and non-judicial officer working with the Judiciary of Tanzania as well as other stakeholders in Tanzania, Africa and beyond.

Pedagogy
Our pedagogy is intrinsically a judge-magistrate led and judge-magistrate focused. Instructors are not only judicial domain experts but also authorities in their disciplines—who are drawn from everywhere.
With judge-led training, experienced judges nurture new judges and magistrates. Judges and Magistrates play key roles in the conception, development, design and delivery of our judicial education programming in furthering the jurisprudence in Tanzania.
Training programs take place in a setting that is not only serene but also relevant to acquiring judicial and non-judicial knowledge, skills and values.

PROGRAMS
Induction, Orientation and Mentorship for newly appointed Judges and Magistrates: The initiation and introduction of newly appointed judicial officers—both judges and magistrates—to the culture, practices, working of the Judiciary and their duties is pivotal to the effective, efficient and the smooth execution of the judicial functions.
In addition to that, the Directorate coordinates the Mentorship program in the Judiciary of Tanzania which is essentially put in place to enable the transfer of skills, knowledge and experience enhance growth of judicial officers and ensure cultural integrity of the Judiciary of Tanzania is promoted and made sustainable.
Case Management: Being in control of your cases and achieving a higher case disposal is the objective of any judicial officer and the Judiciary—be mindful that; “justice delayed is justice denied”. Thus, our case management program is tailored to impart skills and knowledge to judicial officers to be better case managers in either tackling backlog or handling cases more actively, effectively and efficiently.
Judgment Writing: Judgment writing and the delivery of judgments are at the core of the functions of any judicial officer and the Judiciary. When judges and magistrates communicate their decisions clearly through their judgments, they would not only be fulfilling their noble constitutional duty, inevitably breathing life to the famous dictum “Justice must not only be done, but must also be seen to be done” laid down by Lord Hewart, the then Lord Chief Justice of England in the case of Rex v. Sussex Justices, [1924] 1 KB 256, but also parties to the suit and the general public are able to appreciate the reasons for their judicial decisions better.
Customized trainings and seminars for judicial, non-judicial officers and other stakeholders: We offer tailor-made trainings and seminars of relevance to judicial, non-judicial officers and other stakeholders—government officials, parliamentarians, Attorney General’s Chambers, National Prosecution Services, Office of the Solicitor General, Advocates, Prisons, Police, Media Houses, just to mention a few.
We customize topical and contemporary issues of interest to the judicial officers and our stakeholders such as: electronic case management system and artificial intelligence. A wide array of issues, from compliance with rule of law in execution of governmental and parliamentary functions, the smooth and proper operation of the doctrine of separation of powers, effective prosecution of court cases, coverage of the court cases by the media, to climate change and climate justice, are among the purview of the Directorate’s competency.
Modularized Training: Due to the growing demands of quality service from both the public and private sectors—that is making sure that their workforce’s delivery of service is effective and efficient—we also offer customized Modular training programs in order to carter for our stakeholders’ needs, flexibility and costs.
RESEARCH AND DEVELOPMENT
Empirical Judicial Research: The Directorate serves as the “Think Tank” of the Judiciary of Tanzania—it is the epicenter of judicial innovation in facilitating timely, efficient and effective justice delivery in the Judiciary.
This initiative provides a unique research space and a test-ground for producing innovative, appropriate and relevant policies, training programs and seminars or validates existing judicial practices and jurisprudence.
Projects: We conduct commissioned and non-commissioned research projects on various areas of the law with the sole objective of advancing the rule of law and justice delivery.
E-LEARNING
Considering the day-to-day enormous development of science and technology in the country and worldwide, e-learning becomes inevitable. The E-Learning Platform serves as an alternative way of imparting knowledge and skills to a wider spectrum of programs offered or coordinated by the Directorate. This also goes hand in hand with the Second Five Years Strategic Plan (2020/2021 – 2024/2025) of the Judiciary of Tanzania (JoT), which aims, inter alia, at development e-learning platforms. It is a cost-effective learning method and provides instructors/ facilitators and participants with an online space for traditional training/ seminar-room courses—making it possible the sharing of knowledge and skills anywhere and everywhere.
VIRTUAL TRAINING
In fulfilling IJA’s vision to become a centre of excellence in judicial training, continuing education, and legal studies in Tanzania, Africa and beyond; the Institute through the Directorate, is dedicated to provide learning opportunities to both judicial and non-judicial officers via Virtual Court Platform.
PUBLICATION
The Directorate publishes its activities in a Quarterly Bulletin. The Bulletin serves as a platform for the dissemination of the Directorate’s work to members of the Judiciary and its various stakeholders. The activities of the Directorate can also be accessible in the Directorate’s fliers.
